As well as a clean, it needs new grips, a new brake, and might benefit from a new base plate although the chip is cosmetic. These are available in a pack currently on offer for black Friday, see pic 3, or the parts are available separately.

I would also replace the wheels or at the very least tighten them all up. They are about £8 each I think, see link below.
