Man's Bike or man size ladies bike (Durkar WF4)

I'm trying to get a man's bike (in working order) for someone who's fallen on hard times and can't afford bus fares to get around. Hope someone can help please. Ladies bike would if it will adjust for someone who’s 6’0”
