Black maxi skirt, some damage (West Hill BN1)

This black maxi skirt is approx. size 10-14 (ie Medium). Slightly elasticated waist. Some sort of shiny substance has spilled on it in parts, and I have not been able to remove this. Most of it is OK though. So just for casual wear, and possibly good for the material? Seems to be some kind of heavy-duty cotton
