Bike panniers (Bramcote Hills NG9)

These are great bike panniers from a mans bike, but the bit that goes on the bicycle is missing (the bike was sadly stolen). I don't know if finding the bit to go on the bike would be easy/hackable or not. Or perhaps someone might have a different use for these. There are 2, ideally I'd prefer not to split. The orange bit on one of the photos is a rain wrapper which comes out of a zipped pocket
