Older style holding a fluorescent tube. We changed to LED so needed a new light fitting. This just happened to fit in the clips we already had, so the fitting comes with new clips.
The photo of the tube is just to show the size.
Only really useful if you are sure that you can get new tubes, or already have some. Will be recycled otherwise.
