Caravan or trailer towing electrical double adapter (Priest Weston SY15)

I'm not 100% sure what this is, as it has not been used since it came along with a bike rack we bought. It is a double adapter of some sort - see photos of ends. I'm hoping it is of use to someone who recognises it as what they need.
