Baby reclining seat (Longthorpe PE3)

Baby reclining seat gifted to me for my granddaughter but unused. Has two reclining positions I think and plays music, I was told one of the reclining positions doesnt work but can't work out why, it seems perfectly useable though must not be carried by the toy bar. As it's not new to me I can't give guarantees
