Steam cleaner (L20)

Large capacity steam cleaner, with a couple of attachments
It switches on fine, but the steam has not been happening. Maybe I'm putting too much or too little water in, or maybe there's a blockage.
No instruction leaflet, but I know you tap hard on the screwtop if it won't open, then it does.
