The handlebars have broken off. It's usable without them. We've been advised it's fixable by welding back the part which holds them in place (see photos), or you could replace the handlebar post sets (800A1-3-2000-B0).
One pedal strap is also broken off (see photos of missing strap on one pedal & strap as expected on the other).
