This is probably a minor project to get running reliably - I believe that is probably not a big deal for a reasonably handy person. Stopping the foot assembly from slowly leaking oil would be another project - it didn't bother me.
I bought this years ago, used it some and it sat for several years. Used it again and it was temperamental, seemed to be running out of fuel, so I cleaned the tank, added new fuel line and filter. I think the carb probably needs cleaned and maybe some work on the fuel tank/fuel delivery system.
The bottom end (compactor foot assembly) slowly leaks oil. If you can store it on something to make that not a problem, it wasn't a problem for me, you probably don't need to bother about it. I never looked into repairing that.
I think for the cost of one rental, you can have a good working unit.
