This is a functional CPU AIO liquid cooler.
I've been using it since around 2011 until a few weeks ago with no problems - it always kept CPUs within reasonable temperatures, but I can't guarantee how it will perform going forward (15 years is a quite long time for this kind of device), use at your own risk.
I replaced the coolant myself about 4 years ago, I don't know if it needs another coolant change, but may be useful regardless. Changing coolant is not a trivial project, but doable by somebody who likes to tinker with things.
The pump seems to be in good shape - no weird noises that I could hear.
Comes with one fan, although a second fan can be added on the other side of the radiator unit for increased air flow.
