This is a CycleOps foldable bicycle trainer. It has remotely adjustable resistance and is designed to be wheel-on. It hasn't been used in a fair few years, but appears to be fine. Note: it is a dumb trainer with absolutely no smart features.
Am making room for a new exercise bike, so would like this gone.
