Mobile Phone Stabiliser? (Eaglesham, G76)

I think this is for holding a mobile phone to help steady it for taking photos. If anyone knows it's proper function and can use it they are welcome to it. Closed length (as in photo) 33 cm, fully extended length 96 cm, width between holding flanges 5.5 cm
