Singer sewing machine needs TLC (Pl10 1es)

Standard sized Singer machine. Very decorative and heavy as solid metal I think , on a wooden base. It will need some TLC to get it working as, at the moment the handle does not seem to turn. Please see photo of bobbin, which is the older long type, and not the standard round type.
