This is (or was!) a high quality steel tourer handbuilt in Nottingham in the mid-1990s. I think it's a Raleigh Royal.
The top tube is about 21in (53.5cm) c-c and the seat tube 19.5 (50cm). It'll suit a rider up to about 5ft 9in or so.
It was resprayed by Argos about 15 years ago but hasn't been stored indoors for the last few years and there's loads of surface rust.
This will need to be stripped down and resprayed but the quality of the frame makes it worthwhile.
The Shimano SPD pedals are seized in the threads (so you'll need an extender bar) but the seat post is nice and free, which is crucial.
It has high-quality Shimano XT hubs too.
