Emergency Outdoor Equipment (St. Stephen's CT2)

I am in need of outdoor essentials as I'm at high risk of becoming homeless soon.
The top essentials I'll need are as follows:
A sleeping bag rated to around 0 to 5 degrees.
Foam sleeping mat for insulation.
One-person water resistant tent if available.
A large rucksack.
Waterproof jacket and trousers, black or dark green.
Warm layers.
Torch or head torch.
Items I can carry safely, and realistically bring home by bus.
Any help would be much appreciated and I'd be very grateful.
