Homepure clothes steaming machine (Bootle, L20 L20)

This is useful for steaming clothes. However, though it switches in via the foot pedal, it just makes whirring noises as it heats, but doesn't seem to expel the steam.
I think there may be a blockage in the tube, but I don't know how to fix it.
