Over balcony clothes airer (Norton (S8))

Clothes airer that hangs off a balcony/railing. Originally from Wilko and we found that hanging heavy things on it made the arms slip off so cable tied these on, and tied rope round the end to tie back on the railing to stop the end dropping.
