I have two VirtualBox Virtual Machines that can activate Windows 10 Pro and Windows 11 Pro respectively. The vdi drives are clean so I can offer them as a small download and you can download an installation media from Microsoft to install from. Once you have installed your version of Windows it will activate with a digital license; simply skip the product key section of the installer. I can preinstall if needed and offer you a much larger download if you prefer not to install Windows yourself. The Windows 10 Pro VirtualBox can probably be upgraded to Windows 11 Pro.
These digital licences come form version upgrades and therefor are not transferable; so you can use them in the supplied VirtualBox's only.
VirtualBox can run on Windows, Linux, macOS, and Solaris but due to the digital licenses you cannot transfer to another virtual platform like Parallels and VmWare.
