I have a Windows 11 Pro Parallels Desktop virtual machine for macOS (intel only!) The Windows 11 Pro virtual machine is activated with a digital licence activated from a previous version of Windows meaning that the machine is not transferable to a PC, or other virtualisation solution. You must have Parallels Desktop or Parallels Desktop Pro on your intel Mac to run this. The Windows 11 Pro installation is fresh with Parallels Tools preinstalled. Windows 11 will boot to the Out-Of-Box-Environment so you can setup and customise the way you like. When doing the fresh Windows install I bypassed the TPM check and the virtual machine is supplied without a virtual TPM, although you can add your own if you wish; I setup the virtual machine this way to make transferring the virtual machine to its new home simpler. I have two VirtualBox Virtual Machines that can activate Windows 10 Pro and Windows 11 Pro respectively. The vdi drives are clean so I can offer them as a small download and you can download an installation media from Microsoft to install from. Once you have installed your version of Windows it will activate with a digital license; simply skip the product key section of the installer. I can preinstall if needed and offer you a much larger download if you prefer not to install Windows yourself. The Windows 10 Pro VirtualBox can probably be upgraded to Windows 11 Pro. These digital licences come form version upgrades and therefor are not transferable; so you can use them in the supplied VirtualBox's only. VirtualBox can run on Windows, Linux, macOS, and Solaris but due to the digital licenses you cannot transfer to another virtual platform like Parallels and VmWare.
