This is an old (probably several years) bag of cement which has been in the shed. It still feels soft and powdery through the bag, ie it hasn't turned into one solid lump. Probably due to the sealed waterproof packaging.
I wouldn't use it for any serious building work but it may be useful for fence posts etc. It may go off quickly!
