Probably works, probably needs tuneup. Go ahead & ask even if promised.
Edit: One side of the mount for the plate is broken. There is one original screw and bolt + one scavenged bolt holding the plate on, and it seems solid, but for a fully secure surface you will want to rig up something for that third bolt to grip. It doesn't look like it would require specialized equipment - a piece of plywood maybe, and some imagination - but it might be an interesting 3d printer project. Or maybe a job for a bandsaw.
