Child's bike in need of attention (Barnard's Green WR14)

Worked fine for 3 year old until we tried to move the stabilisers. We can't get them off but someone with patience, muscles and a hacksaw might be able to cut through the existing bolts and replace them? Also, the saddle is loose which has never been a problem, but you might be able to fix it.
