Designed to screw to a horizontal surface, with a "table" for the TV (or whatever) to sit on, which rotates and extends, both in the horizontal plane only.
"Table" is 30cm square.
Old and grubby, but still works smoothly. Heavy duty steel construction.
From the cathode ray tube era of old heavy TVs I think.
